PAYROLL DIRECTOR

As the State of Colorado’s largest institution of higher education, the Colorado Community College System (CCCS) consists of 13 colleges and the system office located in 40 geographically dispersed locations across the State of Colorado. Each college and the system office initiate and submit bi-weekly, monthly, and special payrolls to the central payroll office who conducts final processing of the consolidated system payroll for approximately 13,000 employees. The CCCS Payroll Director reports to the CCCS Chief Human Resources Officer and is responsible for directing all aspects of the CCCS system payroll operations. While there is no direct oversight of the payroll personnel at the 13 CCCS colleges, the Payroll Director must monitor and coordinate the activities of all payroll staff across the system. The central payroll office operates with 3 additional payroll positions that report to the Payroll Director.

Position Summary:

The Payroll Director is responsible for leading the central payroll team and overseeing the CCCS system payroll, payroll accounting, payroll tax, and Banner payroll system under limited supervision. The position ensures that CCCS implements and sustains best practices in the execution of all facets of payroll responsibilities. As the most senior personnel in payroll, interfaces with federal and state agencies as appropriate and manages processes to perform external and internal audits related to payroll, making sure that the payroll function operates with the highest level of integrity and adheres to all applicable Federal, State and CCCS regulatory standards and fiscal rules. The Payroll Director ensures payroll functions at the highest level of efficiency and accuracy, through departmental structure, software deployment, workflows, automation, and system improvements.

The Payroll Director manages multiple tasks and priorities under continuous deadlines while maintaining a professional and calm demeanor when presented with stressful situations. This is a hands on director but also a highly collaborative position. The Payroll Director must maintain positive relationships and coordinate efforts with other departments such as human resources, finance and accounting, information technology, and legal as well as resolve payroll concerns with the colleges and CCCS employees in a customer friendly, efficient and timely manner.  

Responsibilities:

  • Deliver operational excellence for payroll including compliant, accurate, and timely payrolls.
  • Final responsibility for payroll administration, taxes, and garnishments.
  • Act as the principal point of contact for operational payroll issues, serving as liaison between Payroll and other departments.
  • Maintain and manage legal and regulatory compliance for payroll.
  • Manage and audit the comprehensive payroll process and set guidelines for all payroll processes.
  • Ensure up to date and accurate federal and state tax requirements and other reporting are met.
  • Serve as a principle contact with the Colorado Public Employees’ Retirement Association (PERA) and ensure compliance with necessary reporting and payroll processing.
  • Resolve issues by providing root cause analysis and corrective action for all non-routine situations.
  • Maintain the Banner payroll information system to ensure consistency of setup and accuracy of data across the system.
  • Review and analyze payroll processes and procedures; identify and recommend system and procedural changes and payroll processor training to promote consistency and increase business efficiencies and reduce risk/loss.
  • Review and approve termination checks or other live checks, confirm accuracy, and confirm payments are in compliance with CCCS policies and procedures.
  • Build an inclusive work environment that encourages teamwork and collaboration. 
  • Partner with HR and in-house employment counsel to ensure all payroll processes are compliant with current employment laws.
  • Ensure appropriate internal controls and segregation of duties as they relate to payroll operations.
  • Complete ad hoc analysis and projects as needed.
  • Bachelor's degree or sufficient experience in payroll operations to substitute for the degree
  • Experience similar to that above which provided knowledge of large scale payroll operations, payroll taxes, and business processes as they related to payroll
  • Experience with payroll software
  • Ability to obtain Certified Payroll Professional (CPP) certificate
  • Strong analytical and problem solving skills
  • Knowledge and use of systems and reporting tools including super-user abilities in Microsoft Excel
  • Effective communication skills, in-person, in email and over the telephone
  • High degree of confidentiality and trustworthiness

Work Location/Travel Expectations:

  • This position is located at CCCS Administration Building, 9101 E. Lowry Blvd, Denver, CO 80230
  • Travel is rare for this position; on occasion there may be opportunities for in-state or out-of-state meetings/conferences.
